Player's server has network connectivity issues and since there is a long weekend, there was noone there at the company where he has the server to fix the problem. It should be back up on monday. If you need any artifacts though, I can compile them on my local machine and send them to you.
For use in gradle, you should be able to use a offline flag (i think it was something like --offline) to make it use the local cached jars instead of trying to use the remote ones, which should allow you to build your mods.

It works like a stirling engine as in it cools something down and heats something else up.

You should try putting things into recyclers and feed the resulting scrap into the mass fab as well. (That decreases power usage by a factor of 8 iirc)

And yes, IC2 is compatible with JEI.

Are you playing on a server where the recipe is disabled?
Try clicking on the (empty) output slot and see if the NanoSuit Helmet still shows up.

That might be a display bug. I remember adding the x20 multiplier to EU. I might have forgotten to do it to hu as well. Thanks for reporting.

Can you send us a screenshot of your build? I already tried it in 1.11 and didn't have any problems automating food canning.

Not work with undergroundBiomes. Do not dig blocks from this mod.

The easiest way to try out a custom language file is to create a new resource pack and put it in there, then select that resource pack in-game. IC2 should be able to load its localization from there.

If I saw this correctly, this is an unstable reactor design, which means your reactor will explode after some time, if you don't turn it off every now and then. (It shows you how long it'll run without issues in the bottom textbox in the reactor planner.
Just looking at it, it looks like your reactor design has too little vents and too many heat exchangers. Random guess: try replacing some of your heat exchanges with overclocked heat vents.
