Electric Treetaps in IC2 Experimental, how do you make them?

So I came across the recipe for an Electric Treeptap in the wiki

Its not working, I've tried a freshly crafted RE Battery, an RE Battery freshly drained and it doesn't work. What is the correct recipe?

I'm running IC2 experimental and MC 1.7.2
