Since (some) of the fluids have effects when you touch them, coolant should really give you slowness, since it's so cold

Erm, well, I don't think it should really give slowness because it's not that cold when you think about it, since it's only water and lapis, and it's room temperature.
No, instead it, it should be a dense liquid, as it have lapis dust in it, that will make you sink slower but also swim (in all other directions) slower. -
coolant =/= cold
cryonics is cold liquids
like liquid nitrogen or oxygen. -
hot coolant would be hot enough to give you at least some damage though.

mythbusters did a swimming in syrup myth and they found it really didn't affect them that much.
