I have no idea if this is a bug or just my game but I noticed that when my uranium cells were empty it didn't turn into a near depleted uranium cell. It just disappears.

Not a bug. there is just a chance of it converting. (dont ask me what the chance is, its not the the wiki AFAIK, nor anywhere else other than the IC2 code and alblaka's head) -
Looks like it should be about a 33% chance of it turning into a nearly depleted cell.
