So, back when I used to play Tekkit, I remember I used to surround the reactor in a water case with heavy duty blocks around it, and a heavy duty door. Does this work still, or would I need to learn more about Reactors now?

You cannot put water or ice into a reactor anymore.
Currently, there are LSH and LZH condensors, that have a similar behaviour than Water and ice. -
Having water around a reactor no longer affects how hot it is too.

There's also the fluid reactor, which has a page on the ic2 wiki. Basically it's a normal reactor with a reactor pressure vessel around it, and filled with IC2 coolant. When it runs, it outputs hot IC2 coolant, which you can use to drive a steam turbine or stirling engine.
