Compressing a water cell destroys the cell, instead of ejecting it, meaning that it takes 0.25 tin ingots/snow.
Steps to reproduce:
1/ Put water cell into powered compressor
2/ Wait
3/Cell disappears, snow appears. No empty cell ejected.

Cells are supposidly an extremely cheap form of storage, and hence are able to be used up without anyone complaining about the loss of a tiny bit of tin. I personally disagree as well, but meh.
I guess it is so that you have to choose one compromise.. unstackable or single use.
Water Bucket (3 tin): reuseable, unstackable.
Water Cell (0.25 tin): single use, stackable.
I thouhgt the compromise was that water cells couldn't be filled or placed by hand.

cells single use - fine (but can be ejected into chest or special slot inside entity, or world without any problems), just increase production rate, 2-4 snow BLOCKS per water cell.

I actually build one using BC, but that was not using engines ... Should work nicely with overcharged redstone engines though
Well, if there's no chance of this obviously-silly-"feature" being fixed, there should at least be a way of making cells from a renewable resource, otherwise you are just wasting your tin.

I personally am OK with the way it currently works, but I think that if you were to get 64 cells per 4 tin, then no one could seriously complain about it. (JK, someone would still complain :p)

Ice cooled reactors are extremely expensive currently, try making one and you'll see that it quickly eats all of your tin.
