Coolant cells

Hello.I can´t craft coolan cells. I have tin plate (4) and universal fluid cell (with IC2 coolant). What is problem? Please help.
P.S. sorry for my grammar, english is´t my native language.

Are you using 1.7.10? If you are then you have to use normal cells filled with coolant.
