It would be too op, wouldn't fit the concept of ic or even minecraft, it's not what the wrench is supposed to do, and the same reason of why uncrafting table are not a thing: there might be multiple recipes for the same thing where the crafting ingredients for a single recipe are ambiguous.

That hasn't stopped others from releasing uncrafting table mods, though idk how well they work.
GregTech 5 has a disassembler machine that has several limitations keeping it from being overpowered:
1. It only works with GregTech recipes made on a standard crafting table (I think GregTech does something special with the recipes to store what components tools and machines were made from).
2. It takes a lot of time and EU.
3. Lower tier disassemblers have a chance of destroying parts.
4. GT5 is only available for MC 1.7.10 and 1.10.2 (and last I checked, the latter had some severe rendering issues).

I still think it would be nice to have such thing, lets say you want to cut your macerators from 12 to only 1 because you have means of making overclockers, you can recycle the macerator's circuits to use on the overclockers.

If you really want to have the feature, you can use (Twighlight forests (I think)) uncrafting table, but making a mchine back into its components is not something I can see in IC2.

Twilight Forest hasn't been updated past MC 1.7.10 as far as I can tell. I got the impression from other posts that Lion_4K is playing MC 1.12. There is this one, though:

However, wanting that just for getting circuits back from macerators? Seems to me that by the time you can power 12 macerators steadily (or 1 with several overclocker upgrades), you should have enough surplus resources for circuits for it not to be a big deal to lose those circuits. Additionally, building 12 of them and then cutting down to 1 with overclocker upgrades kind of suggests poor planning.

Yeah that was just an example, not something I would do, and yeah, true, but lets think on multilayer, sometimes its hard to get resources, and each and every piece you have is precious.

Really? How strange. I admit I haven't tried it myself, but the CurseForge description mentioned support for IndustrialCraft, and there is a post from 3 days ago in the MCF thread for the mod which claims that IC2 support works in the 1.12 version "out of the box".
