I am wondering what the "livebar" under the reactorcomponents actually means.
If its low does this mean the component has some heat stored up and the livebar will regenerate once the system has cooled down?
Or do those components actually take "damage" so you only can use them a few times before they break ?

It is the heat they can take. If it's full they are cooled down, if they heat up the bar is shrinking. They will regenerate if the reactor does not run.
The bars mean..
Cooling Cell, Hull Plating, Heat Distributer: The 'health' or heat stored in the compoent, an empty bar means its near melting.
Uranium Cell: Usable reactor ticks remaining in cell, an empty bar means its almost depleted.
Isotope Cell: Charging progress, an full bar means its almost fully charged.
