[1.70b] Recycler blacklist can't be reduced

ThinGlass, stick, snowball and scaffold always added to recycler's blacklist. Even if specific id removed from config file.

Quite possible it is hardcoded into the mod for whatever reason.

It's not obviously that you can only add new id, but can't remove any of default
