[Bug] Watermills are not generating power with Watercells

Watermills are not generating power with Cells. Cells are still getting used up and sound is playing but theres no energy.

I can only "fix" it, if i'm putting a Waterbucket into the Watermill, right before i input the cells.

SMP and SSP with Forge 1.4.0.59
