I heard, that ice or water bucket CASUCs no longer work, but i can't find why on the forum.
Can somebody explain it to me?

Don't think so. Didn't require anything like that before.
More likely just a balance reason as it was possible to get ludicrous amounts of EU from a reactor from relatively cheap ice. -

Now IC2 API allow register own components that can be used in reactors. But itis impossible to modify ice and water bucket class to implement that API without modification of base class. -
So it would be hard to reimplement it myself?

It may be some another reusable container for water (or form of water), instead of bucket. May be stackable, even.
Or it may be a way to "recharge" water coolant cell with just water. -

It is a real solution... just not the solution that you want, which would be one that uses an infinite supply of an unlimited material (i.e. ice).
You actually have to pay for your power now, no more "cheating" by spam feeding a reactor with unlimited and infinite blocks of ice. -

I suggest not calling these things CASUCs anymore, because they really aren't Continuously Applied Single Use Coolants anymore. How about ARCs, or Automatically Recharged Cooling?

If you really miss CASUC, you can create designs that exceed 2100 EU/t, but mind the little bit of maintenance that is refilling the LZH condensers.
