The hydrogen generator would run on hydrogen cells, which are created by making coal fuel cells, then placing them in a nuclear reactor, similar to the way you re-enrich a depleted isotope cell.
This will yield a gas cell, or syngas cell, which will then be placed in an extractor to create a hydrogen cell.
This can then be used in the hydrogen generator to create EU, much in the same way a nuclear reactor works, but without the danger of a meltdown.
