I have some question about Storage Blocks together!!

I find some server rule write about don't Storage Blocks touch each other.

I ask the server's manager that said Storage Blocks touch each other can cause the server lag.
And server's manager said Storage Blocks touch each other and The First Redstone Repeater Clock or Blink Device is the same .
this is true?!

No it isnt. E-net causes no lag of that kind.

E-net only causes lag and\or strange behavior if Generator system , Storage blocks and machinery wires are connected.

You misspelled "placed". Connected would mean that the Wire itself causes Lag but its not the Case.
