I have been trying for the past two days to put IC2 on my server, but I keep hitting dead ends. I found this website and was really hoping somebody could PLEASE help me on making a IC2 server (1.111) on Minecraft (1.4.7)

Install Forge first for your server: http://www.minecraftforge.net/wiki/Installation/Universal
Not sure what you do next though. -
Step by step:
1. Install Forge into the minecraft_server.jar (I will call this ms.jar from now on)
2. Do not delete META-INF
3. Run ms.jar
4. Delete world folder generated by ms.jar
5. Put IndustrialCraft.jar in your mods folder
6. Run ms.jar
7. EnjoyEDIT: as pointed out by RawCode, IndustrialCraft.jar 1.115 is what you want.

Indeed. While occasionally there are Minecraft versions that are compatible with each other (e.g. 1.4.6 and 1.4.7), for the most part mods built for a given version of Minecraft will only work with that one. This should be one of the first things on your "that mod isn't working" checklist.
