I've read some topics about this problem: I'm sure, that my pump is wired and placed direcly over liquid block, but it doesn't fill emty cells. Nor in stanalone, nor in pair with miner. I've tried multiplayer and singleplayer both.

I believe 1.111 isn't supported anymore. Try getting 1.115 from the sticky or get one from the Jenkins.
And yes, why is your pump above dirt?
