Does one just overwrite/drop from the latest version that works?

You remove the old version of IC2, then install the new one.

The link won't work for me either, used to work a few weeks ago but now it just takes like 3 minutes trying to load and then it just gives up.

The server is currently having some issues, use http://player.to/ic2/industrialcraft-2_1.115.348-lf.jar in the meanwhile.
