Probably because solar panels produce so little EU, it was seen as unnecessary. The same with the wind and water mills.

Now that the fermenter is suddenly amazing (100 hU makes each progress take like 2 seconds and 10 mb of biomass makes 200 mb of biogas), all it needs is 2 upgrade slots for a fluid ejector and item ejector upgrade so that the biogas and fertiliser that it makes can be auto-outputted

True, I was thinking about a little sun icon. Guess it doesn't need it, but the texture could do with changing when it's active.

Why does the block cutting machine use lapis ore rather than lapis blocks to cut lapis plates? All the other recipes except the wood log one uses the metal/gem block.

I'd want a reverse/pump out mode in the pump. The sprayer wouldn't make much sense, as you're not spraying the liquid, only leaving it to cool into basalt.

The solar panel has it in the GUI, but the block changing texture when it's working would be nice too

A tiny suggestion really. The solar distiller just needs a little sun icon like a normal solar panel so you can tell when it is actually distilling the water using the sunlight.

I always used a buildcraft floodgate. I'm not even sure IC2 has a way of dispensing liquids. The pump could do with a reverse mode.

There's loads of addons, just some much older than others
I doubt a few evenings will clear the entire pending addons section.

But cables already act as fuses, with no lapis needed. A 128EU/t machine with a copper cable connected power line going to it will never explode, as if more than 128 EU tries to go down, the cable will just fry.

While I was watching Quetzi's stream, he came up with 2 ideas that he's probably forgotten and isn't going to post them here. They were:
The coils in the electric heat generator getting damaged when heat is transferred
Standing in the path of windmill rotors hurtingThe first one, I'm kinda half and half supporting, but the second one just makes sense. A giant metal windmill hitting you wouldn't just go straight through, it would hurt. A lot.
The chat came up with a suggestion too, that IC2 should have an in game book similar to OpenBlocks or Factorisation.
Doing this would clear up many things such as people asking how does the blast furnace work or how do I make coolant. I also think this would be the best way of collecting all the new experimental IC2 info, rather than having it spread across wiki's, forums and reedit.
A book IMO would be better than Extra Utilities' NEI info, as it doesn't have direct links to other pages, while Factorization's manual for example, is well linked in itself and even has 3D models of multi-block builds. -
You should always mess about with what your suggesting to improve, as you might find that it already does what you want and more

PS2: Uhm... should the effects apply to *any* mob and not only to players?
Only for the super electro beacon, and only level 1 to non-player things. -
More NEI support would be cool
Not sure it would help for things like distilled water though.
