Turns out that fire on top of reactors is dependant on the raw heat number, not the heat percent.

The first one might be dependant on which version of IC2 you're using, older versions did have issues if mods registered their items too late it wouldn't make the recipe changes, but that's been fix in newer versions.
As for the third, that's weird. It would imply that that's another mod having issues though, don't remember Minetweaker having any of it's own dependencies.

If you mine with an Ender Quarry replacing mined blocks with dirt, craft with shift-clicking NEI's ? and build with ExU's Builder's Wand, is there anything left to Minecraft at all?

How do you simulate your nuclear reactors?
There's the old reactor planner, but with the massive changes IC2E and GT5u I'm not sure how accurate it is anymore, and I'd hate to blow up my base because the planner was outdated.The new reactor planner: IC2 Experimental Reactor Planner open beta

Can we make overclocked upgrades with 1 heat vent instead of 3 coolant cells?
That'd make them too easy, they're pretty well positioned in the tech tree where they are right now.

While watching Q stream yesterday, I had an idea how you could make coolant cells directly from putting cells of distilled water in the left slot of the canning machine and lapis dust in the middle to get coolant cells directly, rather than having to empty the distilled water cells into the canning machine (losing the cells unless they're universal fluid ones), swap the tanks over, then add the lapis dust to them and make sure there's empty cells in the left slot. It would make the process a little easier if you're moving distilled water manually with cells rather than having a dedicated canning machine which is fed via pipes.

Chickenchunks does things it shouldn't really do anymore, and so it tends to break more than it used to. Once it does though the corrupted chunks are normally screwed to the point where they either reset themselves or need their region file to be deleted for the world to load again.
It's disabled in Infinity Evolved for a reason.

Have you added IC2 as a dependency, as it seems you can run the mod without it and get a weird crash rather than what'd you'd expect of Forge complaining it can't find any version of IC2.

True, there are still many at those versions, but I'd rather call them abandoned than outdated, I mean c'mon, it's been years since that version, heck, I started playing MC in 1.2.5, and only discovered mods a few months later (before 1.3.2 though).
You merely said they were stuck, it is irrelevant whether abandoned or just slow to update, they are stuck where they are until they are updated. And it doesn't really make a different to how long ago it was to a version, outdated is outdated. Heck, the only reason 1.7.10 doesn't count under that too is because 1.8 is still a mess. Generally, more than one version before the newest Forge/Modloader version I count as outdated.

many cool mods are stuck at 1.6.4
Not as many as got stuck at 1.4.7, or 1.2.5 or beta 1.7.3. They all had much better performance too.

I played on 1.2.5 when people had fun with 1.5.2, played 1.5.2 when 1.6.4 was live, I'll wait for 2.0 before moving to 1.7.10

Chickenchunks is known to break things in general, but that's normally entire world corruption level, not just break a chunk. I'd lean towards an outdated version of the IC2 API in a mod that is being used by all the addons, but IC2 itself is using the up to date one internally. The fact it works fine but breaks after a while makes that theory quite unlikely however. How long is a bit of time, it is when the chunk is first unloaded, then re-loaded? World closed and opened again?
Also I never remember anyone having any fun with 1.5.2. There was Redpower, then there was 1.6, nothing interesting or exciting happened in 1.5.

There's a huge difference between 6000 cables all connected together and 6000 cables spread about across the map, in groups of 100 connected cables like a server would most likely have.
