if we add TFC, they'd have to rebalance EVERYTHING. That also means loads of the mods we have right now are redundant and would have to be removed. It's more pain than it's worth, especially since there's a tiny bit of overlap between TFC and GT.

Also, if we need earlygame piping, we can nerf BC pipes to logically fit in for earlygame. I don't like infinitubes.

I think, we need something besides GT to tinker around with. Until now that was Thaumcraft. So removing thaumcraft means for me, we need something on the same level to replace it.
Raid a dungeon, go to the twilight forest, make some logistics pipes, railcraft the world, opencomputers, modular powersuits.Sounds like we have plenty to tinker with

Remember I'm not on the server ! I just wanted to point out that ATG/RWG + BoP/EBXL/Highlands creates great worlds. Btw. has anyone heard about SGU ? It's a Geology Mod by the Swedish Government that adds new types of rocks and ore generation like in real life.

10/10 would play.Hardcode adventure/tech pack would be amazing. I wouldn't even mind having BoP in that pack as it could just add to the adventuring side.

Also, I'm not very fond of the idea of having 100+ mods for a "hardcore survival Kirara", seems way too much in my opinion.
100+ is probably arbitrary. I assume it means more mods than the other servers, which is understandable. I'd be happy with having a large pack full of hardmode features. -
We can't even use Qcraft if we have mismatching mods, so that basically throws that idea out the window. There's honestly no point in having it if the modpacks we're gonna be using are even slightly different.
For the hardmode server I agree that thaumcraft should be minetweaked.
PFAA - Last time we tried it it lagged the server for weeks. I'd be happy to stay away from it honestly (I quite enjoy Greg's oregen anyway).
Buildcraft - Yes yes yes yes yes. Minetweaked it would be so amazing to have this.
Twilight Forest. I'd love having an adventuring aspect on the server (this and roguelike dungeons) so I'm all for this. But yeah maybe minetweaked a bit.
Hungeroverhaul - I've always wanted to try it, and a hardmode server seems like the perfect place for this.
Custom NPCs - Meh -

To add on to all that's been said, here's my idea for how the 4 servers could turn out:
Kirara 1: GT5 pack (with GT5 unofficial port, and much the same as K1-3 are right now). Maybe making it a light pack if everyone moves away from GT5
Kirara 2: First GT6 Pack, with the server we currently have on K4.
Kirara 3: Second GT6 Pack (not forced hardmode) using the modlist that Pyro posted as a base.
Kirara 4: Fully hardmode, large pack, minetweaked, using Pyro's modlist AND THEN SOME.
EDIT: Changed some stuff around.

If you do choose to add a biome mod, I like EBXL more as BoP really feels bloated now and you can actually find vanilla biomes with it installed.
I'll one-up you and say highlandsEBXL still feels like it has loads of repeating biomes. I really like Highlands, but that may just be me.

Why you not using Modtweaker and remove the Chisel Block with the exploit and let the others in?
I was the one that found the exploit. It isn't as simple as that, as it was an issue with some of the conversions. Disabling it in the config is the only way to stop all of the conversions for diamond blocks, which has the side effect of unregistering all of the diamond blocks that chisel adds. The vanilla diamond block is still there. -
