I used to get this 'bug' because I use command line to run the game, and that is expected.
What I did:
Use standard minecraft launcher to run the game
place a personal chest
close the game
use standard minecraft launcher again
open the personal chest
you are thinking about 80 solar panel loss when you send a constant 2000 EU/t , but if you think about something like 100 solar panel, your loss is only around 4% , or around 4 solars out of 100 solar panel transmission. Still, i miss the old HV due to my HV ring design.

In 1 transfo mode: generator -> short distance -> transfo -> machines

I use miner, OV scanner, diamond drill, and mining pipe. Powered with Single used battery.
I place a water block right below the miner, and start the miner. Nothing change (well, kinda expected).
And then I replace the waterblock with wood block (nothing change after take off everything from the miner and put it back again)
next, I put away the wood block, and restart the miner. The miner doesn't drill.

I reproduce the error.
you know that you can still put 1 more solar in the center without the need of cable, right? also, insulated copper cable can go for 4 cable distance. so you can expand one more to the side, and put solar at the edge. allowing easy-to-calculate 61 solars in a flower.
Here is no-energy loss distance for each cables:
Glass Fiber : 16
Copper Cable : 3 (4 with 1 insulation)
Gold Cable: 1 (1 with 1 insulation, 2 with 2 insulation)
HV cable : 0 (1 with 1 insulation , 0 with 2 insulation, 1 with 3 insulation)
So... is it a bug that different insulation fluctuates the resistance values?
I test by outputting from BatBox to another Batbox with distance of 1 cable.

HV cable with 1 insulation : 32 EU/t
HV cable with 2 insulation : 31 EU/t

My take is that there is some value you forget to change.

Use 'treetap' like a tool on rubber tree. Rubber tree is like a 'straight' tree with yellow cutout, and usually a 'button' like texture on the side to be tapped on.
