I have no idea how you're managing to mess up the localizations :P, they work fine for me. You are using English (US) for your lang right?
As for the WAILA issue that is a bug on WAILA's part, will send a fix request to the maker -

IC2 Tweaks
You know those little things that seem like they should be in IC2 but are strangely missing?
Like a Creative EU Source, or the rest of the composite armors.
Or maybe even a portable teleporter?
Well then this mod is for you. It adds in all these things and more.
Features:
Golden Orb
A Creative EU source, acts like a battery that produces or consumes infinite eu per tick. Charges an entire MFSU in one tick!
Portable Teleporter
Simple way to get back to one's base after a long mining trip. Simply link to a charged teleporter before heading out, and it will "call collect" on the teleporter when you right click with it.
Will unlink the target teleporter if the target is already linked.More Composite Armors
What can I say? These are pretty self-explainatory.
Better Cobble Processing Chain
Normal IC2: Cobble -> macerate -> Sand and Gravel -> macerate -> Flint
Better Chain: Cobble -> macerate -> Gravel -> macerate -> Sand and Gravel -> compress -> FlintDiamond Grinding
Allows undamaged diamond armor and tools to be macerated into their component diamonds.
Fixed ITNT
Sets ITNT's drop rate to 100% as advertised on the wiki instead of 90%

Simple update for the release of IC2 Tweaks and prep for the upcoming release of AdvGenerators

Ran the reactor for a full 25.5 hr cycle and it produced ~1.99 billion eu and safely shut down after that time without exploding.

Bio Materials
Have you ever wondered why you can make Diamonds out of Coal,
But not other carbon materials? Like Plantballs?
And what about Carbon Plates, why can't we make those from Plantballs
Well with this addon you can!
No more strip mining your beautiful minecraft world for coal.
No more endless mines. As a alternative you can now make Diamonds and Carbon Plates with
128 Plantballs and 32 Plantballs, respectively (both configurable!)
Recipes:
Straight Talk:
The cost for Diamonds and Carbon Plates is 16 plant matter = 1 coal
so each Diamond is 16 stacks of plant stuff
and each carbon plate is 4 stackskeep in mind that these are just the defaults, they are configurable in the config file
in addition the ability to make biodiamonds or bioplates can be turned off in the config as well
also there is a brick recipe for bioballs that is on by default that can be turned off as well

Simply an update/rename of my old F4113nc0r3, with lots of flashy new features.
This is required for all of my mods.What it is:
An api designed to make making a mod as easy as posible.
