How about three buttons in it?
First : [EU] {IC² energy}
Second : [MJ] {BC energy, ratio is 2.5 EU : 1 MJ}
Third : [UE] {Universal electricity energy, ratio is 1 EU : 40 J}
What about making a config so it would require steel/Refined Iron to run ? Just to prevent it to be used just to power a massfab, and I'll be fine
(Though, the same thing would be needed for Vanilla IC²-windmills).
Then add a config to make solar panels require coal/silicon to work (on the compact solars thread).
Also compact windmills is as op as compact solars.
In case of Transformer Upgrades I would ofcourse nerf the maximum Input Voltage of the Matter Fabricator.

My version includes only Diamond Chainsaw. SpwnX offer to also include drills, but I think it is not good idea, because regular drill is still needed in parallel to Silk Touch tool.
Well, IC² could implement at least GT jackhammer for that job. (stone mining)
By the way there is nothing that needs to not be mined without silk touch.

Allow it to receive upgrades :
Steam upgrade , all steam gets converted into EU with default conversion (2 : 1)
MJ upgrade , all MJ gets converted into EU with default conversion (2.5 : 1)
It probably accepts UE energy so i don't think it needs an UE upgrade.
Vent covers reduce energy required by 1 - 2,5% (4 overclocked vents would reduce by 10%)
Conveyor covers would work the way they do (outputting UUM/inputting amplifier)
Allow it to use liquids as amplifier (excluding water and ice).
For example 1 bucket of lava would be worth 50k amplifier (1 diamond dust), 1 bucket of oil 250k, 1 bucket of fuel 1M, 1 bucket of creosote 25k...
Efficiency upgrades (when charge pads are installed), reduce 0,5% of energy required, maximum of 10.
Overclocker upgrades , reduce 2% of energy required, but increases amplifier usage by 100% , maximum of 10.
10 overclocker would reduce 20% energy usage but makes it consume 11x amplifier
If that also applied to drills, it would be nice.
Also considering easyness of exp farming, it should be somewhere around 50-70 (60 seems good).

Windmills lag more than Solars. Solars only check for Sunlight, Rain and Thunder what is very lagfree. Windmills check for Aur Blocks around them, Rain and Thunder. That is slightly more laggy.
Thats one reason to compact windmills, the way i suggested, keeping them VERY similar to compact solars [Stacking eu output] .
Suggestion: Re-Allow to Teleport trough Warded Stone. Warded Stone is completly resistant to exsplosions, Mining and even WorldEdit. There should be a Way to at least get trough it. And the Blink Drive would be the Device for that.

Here's a suggestion I have for an issue I keep dealing with with your automation. I keep getting this issue where if I want to have small electric buffers going into a machine that cannot be configured to pass electricity I have to wire another line from my eu storage or a line (usually the one at the start of the first buffer) to the electric translocator that's extracting the materials from the machine in order to have the automation continue.
A possible solution I thought for this was a new cover that made the side of the machine behave like the output side of a buffer when electric conductivity is enabled on the block. This way I could attach a cable from the side of a buffer with an eu output cover on it and wire that right into the side of the next translocator without nearly as much issue. Thanks for reading.

They are nice, great way to reduce area needed for windmills, although i'm afraid it doesn't have the same EU/t fluctuation as the normal ones does. [0 - 10 EU/t]

Also i don't think they have the breaking formula if they produce more than Y EU/t (normal ones is 5 EU/t)

My suggestion :
Energy production of compact windmills :
Energy production = Y (relative number of windmills the block has compacted) * Wind Strength * (Height - 64 - Obstruction blocks) / 750 * Weather Value.
Compact Windmills only break if they achieve energy production higher than Y * 5 EU/t {So your windmills can break down into 3 parts of lower tier, while the block turns into a generator}
Make their area check the same as normal windmills + 2^X (X = tier of compact windmill) on all axis :
ULV would check for 11x9x11
LV would check for 14x11x14
MV would check for 17x15x17
HV would check for 25x23x25
EV would check for 41x39x41
About holding the extreme amount of energy those windmills would generate :
Create an EV transformer, converts up to 8192 EU/t down to 4 2048 EU packets.
Its not the Carbon you need to worry about, its the Hydrogen
Also, anyone know how much more Efficient each Heat vent makes a machine? Is it percentage?
Hydrogen can be electrolyzed from water.
Carbon is the only non-produceable thingy, so the net worth is 15k per carbon cell.

Even if it is just 2 sugar, add it. Although i may prefer TE pulverizer as it uses less energy.

Simply add macerator counterpart of sugar + pulverizer -> 2 sugar.
Sugar + macerator would give 3 to 5 sugar as it uses much more energy, when compared to TE pulverizer.
I'm requesting this as sometimes i need sugar and i can't use the macerator for that.
It will only fill cells if the miner hits liquid (either lava or water).
The use I was outlining was getting Silverwood Saplings but that doesn't seem to work and there isn't even a speed increase on those leaves.
Thaumcraft silverwood leaves?
If yes, you rarely get saplings from it.
You are lucky if you get one.
