also now i think of it, you can easily break the balance created using equivelant excheat, spawn thunderstorms at wil and create infinite power... ruins the fun

althou an weather based machine is posible! i checked in forestry and they managed to code an rain collecter. it collects water from rain... uses weather..... alblaka? maybe an suggestion to contact the creator of forrestry on how they did it?

i understand your problem, as suggested above cutting back on energy losses in cables wil help raise the effective EU, but at the cost of diamonds.
redpower is easy, true. but since u want ic only, il go with an advanced machine setup.
althou i am not sure about how to create the exact flow from pump - compressor. il go from the base point of the compressor.
the singularity compressor... having this pupy up to max speed it wil churn out 1-2 ice blocks an second. effectively cutting alot on power consumption. since this compressor uses slightly more EU (not sure how many) but yields alot more ice.
wel, im tumbling in the dark without my redpower tweeks, il just suggest u use advanced machines for ice generation since it has an nice speed and cost effective ice production...

Breeder doesn't have to be connected to any energy storage to run. Energy produced is just wasted, but everyting is running as it should.
Edit: mijnboogje is right, but he didn't answer your question, since you clearly have Uranium cells in your breeder.
no RaGan i did answer the question, the uranium cell must be present to charge the isotope cell and the stated "when the generator doesnt produce EU" linking that to an empty reactor (no fuel) it means it wont charge.
simply puted, if you have uranium in the reactor it wont matter if you produce EU or not, the uranium is present and pulsing so the isotope cells get charged.
i support this small suggestion, its realy annoying to continiously hear my machines start-restart when power is low

your problem is simpel and easy to explain,
NO, the isotope cells will not recharge unles there is an active uranium cell adjacent to it.
you components are heating up becouse isotope cells generate 1 heat/tick while in an reactor (at any state)
this is good for precicely heating up an breeder and thats it,
