Old idea on the worklist is a full set of rubber armor, preventing fire, lava, electric and radiation damage of all sorts. Not implemented yet, obviously.
I'm not sure about fire, lava or radiation damage, but preventing electric damage would be very nice imo.

If miner is mining correctly, you may not get 0 where it was placed even if it mined all ores in that area.
I thought of rubber boots also reducing damage recieved from uninsulated cables, but standing in water would negate its effect. It sounds reasonable enough to me, i don't know if it is hard to code.

Are you sending 512EU/p through that cable ? For example, you cant send 32EU/p over longer distance than 32*39 blocks.
Edit: Oh and as far as i know, glass fibre CAN handle more than 512EU/t, it just needs to be separated to multiple 512EU packets.
1. By watching batbox connected to the watermill, i assume 1EU is sent every 4 ticks.
2. No clue. 
There's only a few uranium setups (like 2 2-pair uranium or 4 uranium in a row etc.) so a program that optimises HD and cooling cell design would be epic through that will also take away the fun of puzzling :).
Also if you want a even better design the program should also look at the heat distribution. Through this wont make much of a diference (one of my reactors got improved from 24,75 cycles to near 25 cycles) its still a improvement

Ease of use seems to be highly underrated.
Omg omg you have to surround it with water zomg thats too difficult, i'll rather use solars. <- Do you mean something like this ? I know setting 40 water mills takes more time than setting up 20 solars (30 sec), but making 40 additional circuits is quite a lot too. I like to invest few minutes into digging, than investing more time to find materials needed to craft solars instead of water mills. If it was 2 copper cables like before, i'd definitely go for solars, but now, i'm not sure.

They actually use up to 5 EU/t. Problem here is that when you create so low output, only 1-2 machines would be able to run at once. If you would want to run more machines, you would have to create more storage places capable of so low output. You can connect quite a lot of basic machines to only one BatBox, which is very good, because you dont have to worry about wiring much.
It would be nice to have Ultra-Low voltage transformer to be able to transfer low current (i think it would be up to 32 EU/t) through tin cable to more distant places earlygame. It is not that fast, so EV and glass fibre would still make sense, but there is little problem with that because you cant divide 32EU packet to 5EU packets. Increasing Ultra-low voltage to 8 EU/p would solve it, but it would interfere with windmills burning cables, and so on.
But quite frankly they are so cheap, idk why anyone would disregard investing into them in mass in late game...
Reactor seems much more viable in late game to me. 120EU/t is fine, safe and similar to 480 water generators(not that cheap in high numbers).
I prefer either solar, or wind, because of water's low power output.
What makes you think that ? Have you actually calculated it or you just think so ? I agree that wind is probably most productive of all three, but why are solars better than water ?
If you can justify the logic behind it, maybe it would be a good idea.
Perhaps it is much easier to move energy through cables that wirelessly. Main portion of energy is actual "data" and not that much energy is wasted on transmission itself. So it would be less affected by distance(smaller distance multiplier), but cost per stack would be the same.
It may be total bullshit, i don't know.
Unless of course, UUM doesnt give Uranium.
