I once suggested counting waterflow blocks plus one watersource block directly above watermill block. This calculation encourages building nice looking vertical waterfalls.
But there is a problem with your and mine variants: liquid flow blocks increase lag.

Why retract the Drillhead when out of Miningpipes? You should add pipes instead.
Absence of EU-flow can mean also liquid or absence of EU.
Substituting remaining pipes by cobblestone is not easy task to automate.
Regulator is not too helpful here.

I know it. I want to see, how Regulator can help you with Miner. Except keeping enough Pipes. Can you show example?

I suggest that whenever a miner is supplied with a redstone signal that the miner pulls up its pipes and fills the hole with resources (only those that the miner doesn't deem valuable) from an adjacent chest instead of what it does now.
This is a more refined and logical way to do things, imho, than pulling up the pipes when the drill is removed.
It also has the advantage of allowing automated systems to pull up and put down pipes far more easily (admittedly, my main reason for suggesting this).
if this is done, you could also put a silhouette of a mining pipe in the middle slot (same as the drill and scanner) since the hole is filled with resources from a chest instead.

Since the Miner implements ISidedInventory its no longer really needed. But a good Idea for people, who dont have RP-Regulators next to the Miner.

Really lightning power is bad suggestion. Just EU would be better. But a lot of EU of course.
May be demand very high voltage EU packet to vitalize, while steady low voltage EU packets to other purposes.

You can use this machine to heal and feed any player quickly, to "sleep" at any time of day (if you want to be afk), to set "bed" position, to cure any harmful effect, to inject nanobots (if or when it would be needed).
Possibilities are endless.
Upgradeable tools is a good idea even if it is not a new one.
Agree with most but:
Fortune is too magic for industry. Use Macerator instead.
Silk Touch need some special handling. May be Nanobots, may be some Upgrade activate it only on solid blocks, surrounded by six air/non-solid/liquid/loose blocks.
For Mining Laser Transformer Upgrade better suit for increasing blocks mined.
Plantball (or several) + Uranium.
You definitely need some kind of mutation.

So I can guess in the table of all Teleporters only last known coords can be found. It seems check for presence of this Teleporter at these coords needed. Or pick/place events.

Slight displace on the move is not a problem. Teleporters tied to other one should remember target id, not coords. Targeting to some coords can be other mode for Teleporter.
ThaumCraft can be a problem with it's Portable Holes as it moves to unknown place. Where would you be teleported to?

Compost bin as a mean to turn unwanted seeds to fertilizer is only good suggestion here. With another recipe preferable.
range^0.5 is not exponential and encourages long way teleport.
