Just because a feature would make them better in some biomes than others doesn't mean it's OPed. After all, Solar Panels have diminished effectiveness when it rains, so it's obviously a good idea to build them in Deserts where it doesn't rain. Building a nuclear reactor under the snow could easily be a similar process.

I know some forums have word filters, could add Flashlight, Mining Helmet, and Lightning Rod to a filter and then they'll be starred out of every post.

And your thread isn't very weel done, you're just suggesting Idea without recipes/mecanism etc ...Edit: Did you realize that the energy required to create 1 electron/1 positron is 511 MeV ? It ... means that with 512 MeV you've more energy than what you need to create it ... that's why MassFab needs 512EU/t!
Actually, I think that's just a coincidence. Low Voltage is 32 EU/t, med is 128 (or 4*32) E/t, high is 512 (128*4) EU/t, and Extreme is 2048 (512*4) EU/t. Each tier of energy is 4 times larger than the previous.

Pretty sure the current graphics are just a holdover from IC1. Back then there was no batbox, the MFE used low voltage, and the MFSU used energy crystals and medium voltage.

We already have a heat-mode on the mining laser. It smelts on contact or silk touches things like glass or smoothstone.

To clarify the F.L.A.R.E. GUN idea a little more:
1. Shooting torches is silly. They're not industrial, the fire could go out in mid-launch, and they would light things on fire if it didn't.
2. It would run off of just pure resin, or possibly a mixture of resin and glowstone dust if balance seems necessary. To balance this, you don't gain the light goop it shoots back when you break it off the wall.

Cave Johnson here, ever try to throw a torch? me neither. You know why? it lights things on fire. Things we don't want on fire, like expensive lab equipment instead of test subjects. That's why the boys down at the lab came up with this, the brand new Aperture Science Flameless Light And Radiation Emission Gun, or F.L.A.R.E. GUN. Just give it a steady supply of adhesive(Sticky Resin), then fire harmless light emitting devices at any range. Of course, they fall apart if you try to remove them, but who needs renewable light sources with technology like this at your fingertips? Use it to light caverns from afar, prevent monsters from falling on you, or make glowing graffiti of your favorite company logo! Cave Johnson, we're done here.

You can presently stick water cells, buckets, or directly from a pump into a compressor to produce snowballs, and snowballs can be compressed into ice.

If UU Matter blocks are affected by gravity, and everything else is being destroyed, then how exactly is anyone supposed to get the matter?
It seems like a decent idea for an apocalyptic addon, but not quite right for how IC2 currently works. To address your thematic issue of something being created from nothing, it's not coming from nothing. The mass fabricator runs off the formula E = MC^2. so, the amount of energy needed to make matter at all is incredibly high.

Would be perfectly fine I think for a Jackhammer that turns the ores it breaks into dust (other than coal), but only grants a single dust. That way, using a Macerator is still required for peak efficiency, but dusts would still be obtainable early on for making Bronze.

Just to mention, a Nuclear Submarine contains only a very small amount of radioactive material that is nevertheless enough to power it continuously for several years. Perhaps include a Uranium Block in the recipe, then simply change the cooling cells?
