that is because all heat go into cooling cell next to plating. they overheat and then melt. after that plating will melt. so not it is not good reactor.

well you can make three of them. then you can run two of them at the same time as it take only half of time to cool down.
so you start reactor A and wait to half cycle then start B. after A finish start C. after B finish you start A again as it is cooled down. so you get continuous 120EU/t.
http://test.vendaria.net compute output energy wrong when you use isotope cells. it correctly increase pulses of uranium cells which lead to increased heat production but it also add energy production. but as i understand reactor guide from ablaka isotope cells dont increase energy production. only heat production.

there is a bug with isotope cells which add energy to produced energy.
loss on the wire. make cable shorter. if you use copper wire you loss 1EU every 5 blocks.
no HD is needed for move heat from cells into hull or back.
this is extremly cheap 20EU/t Mark-I reactor. but it has only 1 effciency.

and this reactor is quite safe. a had runned it full cycle in game and it doesn't begin evaporate a water. so it is safe.

yes they must be in reactor to cool down.
output of this reactor is 1200EU/t*20 = 24000EU/second as it can run only one second per 81 seconds so 24000/81 = average 296EU/s which is only 14EU/t which is quite low. so if you don't target high efectivity (over 4) you can easily make Mark I reactor with higher constant output.
what about attach redstone torch on wool. if wool burn down torch fall off so it stop powering a redstone. make it throuth NOT gate to the reaktor and you stoped the reaktor.
also which materials are unmeltable?
AFAIK it is 2000 heat.
