yes componennts cool down and regain "health bar". in IC it doesn't mean health of item like normaly but heat which is stored in componenent or energy in other IC items like battery.
it takes 5000 pulses. every adjecent uranium cell pulse once per second. but only when is reactor have 9000+ heat. 0-3000 only 1/8 pulses enchrich cell, 3000-6000 every 1/4 and 6000-9000 1/2 pulses.
IMHO only one part of reactors need rebalance. and that is breeding as it is too much micro managment keep reactor heated at 9000+. i mean we need a way to just start reactor and leave it run full cycle. otherwise it is too much hasle.

i try mass cross breed rose and dandelion.
most of the time you got one of the original plants my estimation is 70-80%.
second option is another flower like tulip, cyazint or blackthorn - my estimation is 15-20%
and thirs is something absolutely different and random like reed, wheat or stick-reed - that is 1-5%
now i am trying crossbreed same plats to make them more elite. and first test are encouraging as I got 5-4-2 blackthorn from 3-3-1 will report when i got more data.
EDIT: ok from another test with 1-3-1 i got 0-0-0 so it can go down. but i hope it can be breed to ultimate 31-31-31 plants.
he must use 64 bit OS as he want 8GB of RAM. also 500W PSU is sufficient for GT550. only for high-end cards like geforce 570-580 is recomended 600W PSU. for playing windows game linux. you can try wine. but it can be incompatible and buggy.
i am running minecraft on linux too and without problem.and with some addons too. there is only one nasty bug with key stuck which can be fixed by updating lwjgl.
btw from my experience linux return files in order which were copied into directory. so you just need copy ic2.jar into mods directory first and then addons.
