If you had gregtech you could use tricoder and find out, though GT changes IC2 in major ways so it might not be all that easy to get started.
There is also the official wiki: http://wiki.industrial-craft.net/index.php?title=LuminatorI checked and it takes 32EU/t at most.

uhh, all those are EU, just different rate of it. I suggest you find some relatively recent IC2 tutorial video and watch that, you are missing the very basic mechanics of it.

To downconvert from HV to MV and LV you use transformers.

If you have a biomes o'plenty wood plank, you can't make a Bibliocraft item, for example.
That's just a bug in bibliocraft. I see no reason to make workarounds for it.

Plutonium for high output, like feeding Matterfabs or refilling your storage.
Does plutonium still work as a "booster" for other fuels? I remember at some point surrounding a single plutonium cell with quad thorium ones gave some 400 EU/t with relatively low heat.

It's a feature in reactor designer. Plutionium lasts ~2.5x less than thorium. If you add thorium the designer will assume you replace the plutionium cells when they run out and extends the running time to be 2.5x long so all of thorium would be used.

Luminators MUST have a small inner storage, for the sake of you CPU.
Otherwise, they would flicker constantly, a issue that some machines also suffered.
Internal storage won't really help much for CPU usage considering as soon as it can accept even a single EU it gets requested and if you don't have enough power to run the lamp it'll flicker anyway.
Also, why not just attach levers to the luminators directly (or with (wireless) redstone)? I haven't used them myself but I would expect they'd turn off when you apply RS signal to them. If not then this should obviously be added to IC2

Is there any combination of NEI/CCC that wouldn't cause an instant crash with IC2-experimental? I'd love to check out all the new nifty machines but not being able to see what they make kind of makes it hard
Yes, I know it's a problem on NEI side. I'm just hoping some older version could work.

It IS compiled to latest NEI. And said NEI is still broken.
You mean the experimental branch is? Latest non-experimental public build is a little over month old.

One can also capture the sent packages and replay them at ludricous speed. Pung is far from as taxing as this thing.

It sends data to the server once per 20 seconds. I don't think that it would be SO popular to overload my server.
Roughly how big are the individual packets it sends and is it on by default or off? Can one somehow some sensors to send data and others not?
Either way having such centralized server sounds like a recipe for disaster to me when your mod gets added to some popular modpack

re-reading the post seems to indicate it's off by default and player needs a specific upgrade to make them published to web. Am I correct?
Have you considered what to do in case someone decides to DOS your server by creating a crapton of panels that send their information to you? -
