Proposed Cable Loss
My proposed had decimals but can easily be tweaked to avoid them.
From a game play stance and progression wise as well as cable setups. Harder can mean better quite well. But in its current state it feels a bit punitive even when doing things optimily

Making things worth transforming up for efficiency while not punishing people too much if they want to have a slightly spread out base (As long as they are smart with cabling)
Would it be possible to change config files to be 1 config per heading for users ease of use? Its not a big issue but might help some folks.

I might have a way to fix it without minetweaker if you want to remove only aluminium ore from spawning (And removing old aluminium GC ore)
Afaik Titanium only takes 1700k I found it very easy to go Drill > Diamond Drill on my last server. I had fresh configs for GT's latest 1.6 version as well. I ended up minetweakering new recipes in to fix some progression issues such as the quarry being too easy to access.

But seriously, configs are full of win. I honestly think that you should build a new miner to replace the IC2 miner so it can use the new meta tools.
I would love a config option to swap between Steel and Stainless steel in the configs.
Ok the electric tools do actually dissasemble. took me about 20 minutes I would guess in an adv disassembler with plenty of power incoming.
reset my GT configs. Dissasembly time was still around the 20min mark (Was dissasembling LV wrench with bronze tip)
I am more thinking of when the tools break an additional layer of tool breaking rather than having them disapper into nothing.
Also I cant seem to get the dissasemblers to work. Building things from the ground up then trying to dissasemble them outputs nothing so far.
Edit: Wait the progress bar is still running for the electric tool, its umm 15% through and im about 10% through a 1/2 tv show. Perchance the time is too long. Ill delete my configs and regenerate them incase thats an issue.

I thought about the NEI aspect and it seems to be quite good now as long as items are kept hidden like currently.
Once the tool piece is made it shouldn't be too hard a stretch to assume people can figure how to add a stick to it.
I have a small suggestion. Rather than the electric tools breaking after a single use allow them to become "Broken" and re-craft with a new tool tip. That would simulate the part of the tool that gets the use wearing out and then after a while longer the electrics can fail.
It can also allow people to upgrade their tools with new materials if they get something better after the first part has worn out.
Edit: Also some way to make hammers/things give bonus to coal/diamond/misc... if they have fortune/looting on them?
Edit: Also how about the option for rods other than sticks as tool handles?
