Read what he wrote. In your example the uran is surrounded by 4 cooling elements, hence it only ticks for 4 heat (1 for each, hence no net heat)
Yeah, the old forcefield drained like 10 eu for 1 more blocks each side while this one need something to the power of two...
Just to say it, even with 1eu/block this thing will drain energy like there's no tomorrow if you use it for area protection. For example a 10*10*10 cube contains 488 border blocks!!!

Remember that all HDs and coolant cells store as much heat as the reactor hull itself, so you have to divide any heating/cooling by the number of those (+1 for the reactor)
In this case the number is a simple 50, so a single ice block will reduce the reactor heat by 200/50 = 4
