If you want to make a custom item, that should be modifiable in the turning table, you need to implement ILatheItem in your item class.
If you want to use a custom variant of an existing item, you can just inject the tooltip name into the language registry. The icons are dynamically rendered.
If you want to change the icon of a variant of an existing item, that is currently not possible.

If worldpointer cannot use registry names, that's a pretty big flaw on their end then...

Block/Item IDs are dynamically assigned in newer Minecraft versions. The more mods you add, the higher, the block ids will be.
However that World Painter thing should use the registry name instead of the block id, since that's also persistent with loading different maps in different mc versions. -

If you have a single insulated HV cable and run HV through it, you will still get zapped, when you're close to it, though you will get less damage, than if it's uninsulated.
You will also have a lower energy loss, when losing higher insulated cables.But it's weird, that you're asking this question in this thread, because iirc, the 1.7.10 and 1.8.9 version doesn't have the non-max-insulated cables in and in 1.9+, energy loss etc. has nothing to do with Uncomplication.

If you open the IC2.jar file with 7zip or winrar and go to assets/ic2/textures, you'll see where they are in by default. You just need to place the textures at the same location in your texture pack.
