Like the title says, Terraformers (with the appropreate program) will turn underwater dirt blocks into grass blocks. The grass eventually turns back to dirt when the game realises it is under water.
Bug: Terraformers can spawn grass blocks underwater.

Sounds like the whole "Clear Water" bug from the opti-mods, the dirt blocks receive light, think they're above water and develop grass. But yeah, it's cool.

Amusing... yes, i knew Terraformers can access blocks underwater.. and that's intended.. though, didn't thought about grass'ing underwater dirt ^^'
