Reactor epxlosion is modified only by Uranium Cells, +3, and plating, -1.
Shouldn't it also be modified by IHDs and re-enriched uranium?

I agree, Those should also have an influence, same -1, and possibly +2 for the IHD and RUC.

When the reactor 'explodes' it will have already burnt up any cooling cells and IHDs; they simply don't exist at the time of explosion.

That's actually a good idea, and slightly more semi-realistic, since IRL you reprocess nuclear waste to create nuclear weapons.
