I have everything in the correct configuration as per the wiki but the batpack does not appear in the output box.
I have de-charged the reBatteries to test it that way but still the same situation.

You are using 6x RE battery, a circuit and a tin ingot right? In the correct order of course.
Mind posting your ModLoader.txt in spoiler tags?

I have solved this issue now. The wiki says to use charged RE Batteries which doesn't work and once they are charged I think the ID state of them changes so even if they are discharged they will not work for the recipe.
However, the lappack isn't creatable for me now.
Dont use TMI.
Dont use TMI.
I'm not using TMI. I'm on SSP.
I'm not sure of the relevance between those two statements...

As far as I knew TMI had some issues working in SSP with Technic Pack. That may not be the case now.
The point is that I'm not using TMI and wish to create the Lappack.
Technic Pack... the plot thickens.
So you're running IC2 v 1.23 then? Or have you added 1.337 to the pack yourself?
I'm leaning towards installation issue or mod conflict in my diagnosis - because it's working just fine for standalone users.

Wait, if you are running Technic pack you should have said so from the get go so we could have told you to do the right thing and install all mods CORRECTLY before asking for support when something isn't working.
Short and sweet. Technic pack? NONONONONONONONONONONONOOOOOOOO... Do it right.
I guess this was the answer to my question "what could be worse than some idiot bringing his TMI error to the wrong place?"
