Rails from railcraft do not appear to be placeable on scaffolding (possibly normal rails as well?). is there a way to get around this?

Impossible without making scaffolds opa- oh wait, Forge has a hook which allows stuff to be placed on solid sides of RedPower microblocks. Ill look into it

Fixed for the next hotfix - anything which requires a solid block underneath can now be placed on top of scaffolds.

I consider that more to be wooden plank or fence post blocks than scaffolding blocks -
Why don't you just use the RC Blocks? Concrete and stone-post make some pretty cool rails. And If I'm not mistaken you could even paint wood-posts.
