Is there a way to charge lapotron crystals without a MFSU so I can get the charged crystals i need to build a MFSU?

No it's a bug, and will be fixed in the next patch.

The industrial craft 2 wiki has said that the lapotron crystal is a Tier 3 device so in engilish it sould mean that no it woud only work with the MSFU

If you would read more carefully you would know that charged Lapotron crystal is required to MAKE the MFSU. And since you can't charge it unless you already have the MFSU, you can't craft the first MFSU.
Which is a bug and will be fixed, as mentioned above.
