You might want to take a look at the code for IC2's Construction Foam in it's foam state. A few modifications form there, and it might work.
What about finate liquid? the guy has gas in his coding that floats upwards and equalizes in an enviroment, and is also flammable and explosive

THere never was a real gas block,the only thing that was in the mod was a liquid.

Tell you what, as soon as I learn how the heck to use the ic2 api then I will begin work on this and look into finite liquids gas block
