Would take more advanced part than a mining laser, two lapotron crystals instead of energy crystals. It'd include a tesla coil in its recipe, and would fire ~5000 eu blasts of electricity. Because of that, you would get ~400 shots per charge. I think it would be hell with a handle and would. My thoughts are:

Ok, well how about an adaptation into a tool. Making an actual cattle prod (i.e. something which can influence the behaviour of animals without damaging them). I'm aware that there's little damage done by hitting, but maybe a tool that just makes the animal want to get the hell away (I've had that situation more than once before).
Maybe daft, but worth considering?
