The industrial Craft API should be in there and that is possibly what is causing the error.

I'd say outdated API personally. Shouldn't be on in there though if there is.
EDIT you don't need the IC2 API too, you only need the first download
EDIT 2 Get nuclear control 1.5.1c instead of 1.5.1.
