So, tested this one too, works fine for me with the 1.115 version, haven't tried the neterportal problem by now, but I've found another bug.
The chainlink fence connects to the cable, but it doesn't damage you or animals if run into it.
I haven't got any chunk problems either - i've got a code door standing around all the time.
So could you try and fix the problem with the electricity or is it a mod incampatibility or have I done something wrong?
Greets, ShadowThe reason you're not getting power in the fence is because there is nothing drawing power on the other side. The fence is more of a cable than an electric fence really. Not the best design really. Your best bet is to make some sort of power storage on each junction of the fence, so the power can just loop round if the fence is connected to itself in a square for example. Granted, you might need some sort of generator to keep the fence topped up with power, but it does work.

If you use compact solars and spawn the ultimate version of them, they will produce 512 EU/t per block. Line up a few of them chained to several buffer-MFSE and you have a virtually unlimited power source.
Or you could get advanced solars, and use the quantum generator which will provide as much power in any packet size as you wish.

The hazmat suit is meant to stop environmental damage, such as fire. I'm pretty sure the suit is supposed to take damage in the lava and wear out pretty quickly, but you do have a point.

I though water mills produced 2EU/t when they had water buckets in.

You should use the reactor planner. It'll spit out numbers so we don't have to guess if your reactor is better/worse/more expensive than existing designs. Especially with the texture pack, I have no idea what some of those components are.
Also, F2 for screenshots.
I'm pretty sure he said he computer couldn't use the reactor planner, and the texture pack is Sphax BTW. -

is there anyway you can get the IC2 generators from Power Convertors 1? Since I don't want to update and loose water strainers (for example) and have nothing to replace them.

Agreed, the only difference is time consumption used on mining. Mod makers now a day tends to make their mods more difficult (ex. blaze rod nerf), I can understand why the hardcore minecraft players would like these changes as it give them a more of a "accomplishment" feeling. However the mod maker shouldn't forget the crowd who like the way it were, despite certain procedures are easier or more popular than some other procedures. I don't mind having harder recipes, but I feel like they should at least give the player a choice to change it back.
