Are you inable to open the .cfg files ore are you unable to find an id configuration that works? (And again, what happened to all those block id's anvil was supposed to give us?)
Jeb fucked up on that, the framework is there, but he didn't get the rendering engine updated fast enough. So any block over 255 will crash the game. If you want the extra block ID's then head over to the InfiCraft thread of the MCF and use mDiyo's fix, it's reliable (I use it and I haven't had a problem yet.)
To the OP: use a program like Notepad++ to open the .cfg files.

Perhaps when and if this add on is updated, then it could utilize the new chunk loading hooks in Forge to keep the chunk in question loaded at all times.

I heared that Cables are not supporting being placed into the Air (not onto a Block). Also i would try the neest Version of Redpower, there were many Bugfixes.
You heard right Greg, cables (and the enet) aren't playing too kindly with Redpower right now. I don't know if the bugs themselves lay in IC2 or RP, but I wouldn't be too surprised if Eloraam figured it out and has put in a patch.

Iv have spent hours in configs and stuff and this is my last problem. HELP.My guess is that ID Resolver screwed up somewhere. Delete the config file for Compact Solars and try again.

As a general rule of thumb, if the config file is blank, something else is conflicting with Advanced Solar Panels (could be a block ID) and preventing it from reaching the point in it's code where it writes to the file. The ModLoader.txt might give you a hand in determining this.

A very good idea.
A new Mining Laser mode that will take torches from the player's inventory and lob them a fair distance that also does no damage to mobs, but does knock them back. I can see this mode maybe using a few EU more than the low focus mode.

The EU readers averages out the packets in the wire, sometimes it pulls a negative when it scans over a lot of MC ticks.

Honestly, I'm fine with the energy tap. There have been times where I'm walking along one of my power lines, dealing with small... problems. After a while I realize that I wish I was near a storage unit to charge my tools, but I'm nowhere near one. The tap might be just the solution.

Oh and if you want to install them, place them in the mod's sprite folder. You'll find it... someday.@_@ I've been around mods long enough to dive deep into their zips to modify sprites.

Am I the only person that thought of harvesting snowmen for snow to make ice? RP + Advanced machines, place block breaker under the snowman in a 1x1x2 cell. Snowmen create snow under them, breaker harvests at an insane rate, feeds an advanced compressor, which feeds ice into a reactor.
You aren't, there have been a number of people that have used that mechanic to create INSANE snow/ice farms for CASUC reactors.
