For the mineral wool idea, wasn't there already a basalt block in IC2? It may have been removed since there was no recipe or generation iirc, but if it's still there you could just add a recipe and use that with ore dictionary support for other mods basalt too.

Could you not just divide the length of the wire by the distance to lose 1 EU/t? For example, copper cable loses 1 EU/t every 5 blocks, so if you had 20 blocks of copper cable you'll do 20 divided by 5, which is 4, meaning that you lose 4 EU/t for energy going through that wire.
As for Iron fences, the need to be placed on top of a powered magnetiser, and you need to be wearing metal boots (might not work with other mods' boots, so try iron and gold, if they don't work then it is bugged.)

I'm having a problem with knife crafting, in that weaker knives are breaking way too easily. For example, if I craft bread and a neutronium knife, it takes 100 durability as normal, but if I use a flint or bronze knife (with full durability) the knife is consumed instantly snd has no breaking sound.

Are there any known conflicts with optifine/other mods in the latest version? After playing on my world for a while, the game starts to have massive delay when doing anything other than walking, but it gets fixed when I reload chunks (eg going to the nether or exiting and re-entering). I'm not really sure what's causing it and the logs don't show much

You've just described Factorization's solar power generation exactly. All that really does is make solar power even more unwieldy because of how much space it takes, which is one of the things the improved wind and water generators directly try to solve (though I do agree that it should take a lot of space), while at the same time allowing the player to get a bit too much power (in my opinion anyway) from literally nothing.
Instead, I think a better approach would be an array solar system similar to immibis' advanced machines method. Non-tile entity blocks (either as mirrors or an actual solar array) connected to a central generator which outputs HEAT, not steam (it's there for a reason).

There is an option...it doesn't mention the scanner though, it mentions the UU values. When you give something a value then it'll automatically be scanable.

It's just logical to need a weeding trowel. I think they should crops infected with weeds take a lot longer to break by hand(think obsidian) or make it destroy the crop stick if you break it by hand.

This reminds me why I used to play Minecraft heh. I've always wanted to build bases and setups like that but I guess I just got bogged down and burnt up because of the modpack frenzy >.>
