You could make a special "Water pump" that extracts water out of rivers and oceans (with the ocean consuming more EU as the water is "salty"), producing water while not actually draining them.

Well, since it is a "simple" mod (that doesnt add tons of stuff like gregtech or any major mod)... a few IDs wouldn't be so bad i think.
You should do that. Occupying less IDs makes ID conflicts less likely to happen (and solves them easier).

Thats pointless. Breeding enough plutonium to make RTGs a decent power source would take AGES and tons of nuclear fuel, so it is valid.

@above : Yup, RTGs are meant to be a portable work anywhere power source, for all your remote needs. [Although given enough nuclear fuel (tons of plutoniun i say) one could abuse them as main power source]
For example...
You can run a miner without lapotrons by using the RTG.
Or a lava pump in the nether.
Or electrical engines to power quarries.

As tuxedo said, jenkins, the "server" which IC² files are hosted is down.
With logs i mean the forgemodloader-clientX logs and you still don't understand that MCPC+ affects ALL mods, causing unintended behaviors that are NOT fixable on IC² side.
Thats a IC² ported to MCPC+ problem (aka an unofficial version of IC² modified to work with MCPC+), so if you don't have one, thats why you are having problems.
Two things that explains why we can't help you properly : You dont have any logs and your english is barely understandable :3
[About epiclulz, he noticed that "mcpc-plus-1.6.2-R1.1-forge871-B87.jar" in your mods folder, therefore it is a MCPC+ platform, not supported officially]
You know, many people complain about GregTech having horrible textures.
In my opinion greg should make sirus his spriter, they are now part of the IC² team, so why not. 
I really wouldn't mind having some textures that tell me what a machine is, because i still mistake the wiremill with the assembly machine... (they have the same texture)
Also, since IC² is going to the high definition way (32x textures), why GT wouldn't?
Nothing that a reactor or tons of windmills can't do.
@above : Thats because you don't have GregTech. MPS recipes would have changed drastically, requiring more iridium plates and other tier 4 stuff than anything (even more than your items mak).
Some tweaks can be done to improve its usage :
Add internal EU storage, which is instantly used to mass fabricate whatever thing is required. [Internal storage is equivalent to a mfsu]
Add upgrades, so it can receive more EU per tick, be overclocked (consume UUM faster, at the price of using more EU) and eject mass fabricated stuff to chests adjacent.
Actually, believe it or not, 1000 mB is even more expensive than it was in previous IC2 versions.
Still not more than old GregTech UUM.
The only problem with the UUM, in my opinion, is the replicator which can't (or couldn't) accept EU and burn UUM fast enough.
You have 860 buckets of UUM. 860 UUMBuckets = 20 iridium ore. That's not even enough for ONE quantum suit.
It's 5 iridium plates, you need 72 for quantum ring.

@L2P : Thats true in your case, i'm playing with IC since MC beta 1.5_01 . Before the UUM rework i was able to get the whole Qsuit in less than a day...
@Power : Just use a reactor.
Newest news for you : You can now use transformer upgrades on a mass fabricator therefore increasing the energy you can input on it, "waiting problem" solved.

The only problem with your sentence is that he already has some IC² items (look at the tin and copper ingots), i think it is just a recipe knowledge problem.
@"Bear"gawam: What about using the "R" feature of NEI, for whatever thing you are trying to craft?
MOX when depleted (and centrifuged) will yield the same amount of Plutonium invested on the MOX fuel + a few bits of Pu.
Thanks, I know how to test. I've written, among other things, an entire feature documentation for an undocumented power system before, from nothing but ingame testing - without debug tools. So much for being lazy, eh? Considering my limited free time, though, I thought I'd at least ask around if the data is already available before devoting an evening to it...
