Typically when you are the creator/programmer of something, you would know how that thing you're making works.I was surprised to see liquids introduced, but not surprised at how nicely it is done, very nice. Only thing I felt was that the liquids were transported very rapidly along the pipes, but that's more than likely my being used to BuildCraft's pipes, which have a larger girth compared to what RedPower has.
What's next, logic gates on pipes/tubes?

UU-Matter, you mean? Not something that I'd consider implementing (..yet?). I did think about it in the past, but don't really see a need for it so far.
Though it is used in anything that required iridium plates, of course.

Depending on your reactors output, power can travel up to 39 blocks without EU loss using glass fibre. Give the Cable Loss Calculator a go.
If you want to get clever, you could have a system automatically charge up lapotron crystals and teleport then to wherever.
Also your chunk loading thing could be solved with chunk loading blocks, 4 iron ingots (i think it's shapeless), place it down, hit F9 (if I remember rightly), and it'll outline 5 chunks which'll stay loaded. Feel free to lay down as many as required.

Ensure the three dots of each transformer are facing/touching the larger source of EU/t.
Example.
512EU/t coming in from the bottom of the image, going into 3 dotted side of MV transformer. Wires going from MV transformer at 128EU/t to the 3 dotted side of LV transformer, resulting in 32EU/t output to machines.

Fun fact for OS X users (maybe Windows too?), if you hold down command + shift and mouse over the applet, it'll draw a window title bar, where you can click and drag the window out of your browser and it's now separate from your browser. No need to download and run the applet manually. When you're done, you can close the applet, and it'll appear back in your browser, I think only if you keep the original page open. Works in Safari and Chrome, unsure about other browsers. Ultra handy.

What I typically do is start with a BuildCraft miner to drill straight down to bedrock, then I ladder all the way down. From there, collect any obvious ores, explore any encountered caves, as well as quick and easy access to the lower layers where all the good stuff is.

from my creative mode tests with nukes though i found that an obsidian lining inside reinforced stone actually proved effective, I'm still doing tests creative mode side to see if obsidian lined blast chambers would have the same result with six chamber reactors seeing how obsidian is cheaper and there's more ways to acquire it
You can't be testing too well, as obsidian is nerfed; Nukes blast right through it! -
