I think that you should simply use the redpower mod By Eloramm Which has a great many of these "operators" and various other components used in redstone circuitry
and since it is a forge mod the are no incompatibilities with IC2 (Eloramm is one of the founders of MC forge)

TL;DR : it has been done already and is fully compatible with IC2 so no point reinventing the wheel
as you can see in my screenshot I have made a 3x3 array of obsidian pipes surrounded by water flowing inwards
this solves the random problem.

They work but you need to connect to the core reactor block directly
meaning that you can have a maximum 5 chambers in a buildcraft reactor
If you do make a BC (MineCraftJoule) to EU/t converter you should follow the coal power conversion
coal = 4000 EU in a generator
coal = 80 seconds of Steam engine time steam engines produce 10 MJ per cycle (one pump motion)
and each cycle is < 1 second so you have to calcualte from here depending on the exact code but thats my suggestion

Stockpile it until you have a full personal safe of UUM
then when the Custom nuclear items comes out for 1.8.1 you can make the new component for ~64 UUM each 
I designed a 9k breeder that only needed ~8 lava buckets AFAIR to heat up and was a perfect breeder
however It needed some special components added by the Extranuclearitems addon
I personally think that large amounts of MK I or MK II -E is the way to go now ...
... or C.A.S.U.C.
The optimal nuclear power plant would use large amounts if these instead of full chambered high powered reactors...

I am hoping personally that two sheild types end up in IC2
this wall shield / hologram projector
and the IC2 dome sheild that connects to other sheild generators to make a larger protected area
Beacuse this is fun and you get lots of useful stuff (SU batteries, cake, slimeballs)
and its more efficient per matter usage (9*x scrap as apposed to 32D) and energy usage (36 EU/t per 4 scrapboxes as apposed to 400 EU/t (max efficiency of MF)
for a single UUM)
and for the awesome (design and 1337 nerd stuff)
actually that recycler setup system is fail: it doesnt work
so credit to someone who is awesome enough to make one which does
(I would need the insertion pipe to make it work)
