If there's an ID conflict, the mod isn't loaded and so the config will not be populated with the block IDs.
Once it's run successfully, they'll be in there.

By my observation, it still seems to be all and only minecraft over there. More general than that.

I crafted an Electric Furnace in SSP. In my inventory it shows correctly, and when I place the block it looks like an electric furnace. But when I click on it, the GUI is that of an Iron Furnace.
This isn't a GUI conflict because it is single player. I am using Forge 1.40.55. Any ideas?

You've all been fairly warned before - and he will not hesitate to swing the banhammer. How long you've been here or what you;ve contributed in the past will be immaterial to his decisions.
The one thing I never understood is when people update their version of Minecraft and then bitch because their favorite mods aren't immediately ready.
If you like playing with certain mods, just don't update. It's that simple! Even simpler now, in fact, that you're given a choice to update, rhater than having it happen automatically as it used to. A smart player backs up his .jar - a smarter player backs up the whole folder on a regular basis.
There's truly NO sensible reason why someone would update if it makes them unable to play with the mods they want. None at all - not even bug issues (because not being able to play the mod at all is the most game-stopping bug you can get, really).
Open forums are a double-edged sword. Everyone's allowed to say what they want, and the only people who decide its propriety are the owners of the server hosting it (sound familiar?)
If people trash talk on your thread, report them if it violates forum rules, ignore them if it doesn't. At most, all you'd need to do is reply and note that such behavior is why they were banned in the first place - let others make their own decisions. But don't stoop to their level - actinglike they do only clouds the issue.
No need to trash talk him at all, honestly. Let him represent himself and people will come to their own conclusions.

Not yet. For some reason, all block IDs over 255 are still seen as items, so it's not working as intended.
This should definitely be locked and moved to the archive.
I can see where confusion will arise - this add-on was for IC2 version 1.2.3... which now happens to be the number of the current Minecraft version. Soon enough, more people will get the wrong idea.
If he's creating a throwaway account just to make an end-run around the rule, it should be easy enough to ban him by IP.
But if the rest of us are going to have to wait longer due to it, you should provide us with his contact information so we can properly "Thank" him for it. :p
Applying an engine directly to a machine has always worked improperly.
Just how many engines are you using on one pump? Because more than one steam engine on a single piump will be overworked! I typically use 4 redstone engines instead.
Thanks so much for making the add-on in the way so many of us wanted.
Going forward, would it be possible for you to put the add-on's current version number in the thread title and in the name of the download file itself? That would make it easier to identify if and when an update is needed. Currently, it would be difficult to tell the version of the copy that's in the /mods folder, as the date may not reflect the original download.
Gravel in the Nether isn't a bug - it's been around since MineCraft 1.5 or so.
