Will only refine 2 isos per uran (as opposed to 8 per 1 max for a "normal breeder) but requires 0 babysitting. Drop in uran and isos, come back and empty it, chill for some hour, rinse and repeat
Edit: Hasn't tested it ingame, but I trust the sim

I don't know if the op is still looking for a solution, but i'll leave my 2 cents anyway.
Since we all agree watermills are good for nothing, I sugest a simple Mark II reactor like this one:

It needs to be water cooled and will heat just a tiny bit, because you will need to hook it with a cable- thus removing 1 block of water, but its negligible. Its so little heat that it will dissipate between cycles. ( Thats the 1ts one - 2nd one will need a bit of downtime if used constantly - 6+ full cycles )If you keep in mind that 1 full cycle ( completely use all uran in the reactor ) is about 2h 30m. Theres hardly any babysitting involved.

Also @ the person wanting almost 1 eu/t: That would be twice as much as solars (works at night) with a much cheaper recipe, that works anywhere (A perk no other no-fuel reactor has). Thus, OP

Back offtopic, converting heat (Unwanted side product) to eu (the thing you WANT) is a bit silly IMO.

Actually I would agree that nuclear power is a bit meh, the system should be reworked with more risk but also more reward (eu)...
Edit: It still beats wind by far in compactness and and the fact that you can build it IN your base. Don't suppose anyone got a skybase?

I dont even have TMI
Even at over 9k heat it takes half a cycle (over an hour) to fully charge an iso cell with a single uran. That is still 8 times faster than at 0 heat

Remember that wind power has 2 severe drawbacks:
*Horrible space requirement
*Can only be built high up for good effect, and combined with previous points it ruins the landscapeThough if you're building a skyscrape you can probably build them into your design, for awesome free non-obscurating power

Why you need so high heat? isotope cells recharge so fast even at 0 heat just leave them there for a minute. No need to make it complicated.
You know they charge like ... 8? times faster at over 9k hull heat, compared to 0?

You know, stating more clearly that it needs frequent cooldowns would be helpful
Also, since you're clocking it anyway you might as well just remove those single uran-iso pair, since they reduce the "efficiency" of the breeder (Number of isos bred per uran used)

Currently working on a weird 0-start breeder that will first spike up to over 9000 heat and then decline again, for best average temperature. Needless to say, it's quite complicated

The transformer has its own storage, so those four 32 eu/t will allow it to pulse 128 eu every tick

If you only have one reactor you shouldn't go into breeding just yet

Breeding is complicated. Unless you steal somebody elses design you'll HAVE to do some calculations for it to work nicely
Just as an example, I wrapped this up:

Forget the reed/cactus/solar farms to make eu. For cheap efficient power make windgens on top of the world.
Sadly, it ruins the landscape an is a pain to set up
With the recent cheapening of the Solar recipe there's very little reason to use anything else... -
Off topic I agree that matter is *way* too easy to get with scrap...
On topic I don't think slag should fuel mass fab BUT is should in turn be recyclable.

As stated it CAN be done with BC, and Al won't add something that is already possible. Some people like things to be a bit more complicated, like those who use EE instead of TMI...

Two checks:
*Is the iso cell next to uran? It needs to be
*Is the reactor hot? Breeding is sped up VASTLY by higher reactor heat, an is at max when heat level is over 9000 (CwatchadidthereAl)Edit: Laying out your reactor in http://test.vendaria.net/ and linking your setup here would help in debugging!
