Is there a way to improve this design to use quad-rods instead of duals?

 No. Quad rods produce more heat than you can dissipate with this reactor design. If you're looking for other, good reactor design, I would suggest you look at this thread.

Do you think I can run a to run it? 
 I do that with Forge installer (and also optifine, and liteloader) and it works fine.

 Also I started adding the reactor codes to the description on the reactor design thread. I also added a small info on how to use it, so if you actually read the info text in the reactor designs thread, you would have known how to use the codes/urls

 I do that with Forge installer (and also optifine, and liteloader) and it works fine. Seems to me having a "server version unzipped in the minecraft runtime folder" counts as having Java installed on the machine, even if that doesn't automatically add it to the context menu or allow double-clicking jars to run them.  However, using it from command line like that should work. 			Yeah preety much the same for me, except I consider the install if it is on windows registry.

 And is there more advanced cooling vents I can use to cool down QuadRods? If you haven't, I suggest using one of Aroma1997's linked designs.
